CODEL Emissions Monitoring Solutions for USEPA Compliance

Home / Process and Applications / CODEL Monitoring Solutions for USEPA Compliance

Continuous emissions monitoring plays an important role in demonstrating compliance with US Environmental Protection Agency (USEPA) emissions regulations. For regulated industrial sources, the monitoring system must be capable of meeting the applicable regulatory requirements, including the relevant Performance Specifications and Quality Assurance/Quality Control (QA/QC) procedures.

CODEL offers a range of gas, particulate and flow monitoring technologies that can be configured for applications requiring compliance with specific USEPA Performance Specifications under 40 CFR Part 60, Appendix B.

This application note provides an overview of the CODEL products that can satisfy specific USEPA Performance Specifications and explains how they can form part of a complete Continuous Emission Monitoring System (CEMS).

USEPA Performance Specifications and CEMS

USEPA 40 CFR Part 60, Appendix B contains Performance Specifications used to evaluate the acceptability of CEMS and other continuous monitoring systems. The specifications cover individual measurement parameters, including gaseous pollutants, particulate matter, opacity and flow rate.

For example

  • PS-2 applies to SO₂ and NOₓ CEMS.
  • PS-3 applies to O₂ and CO₂ CEMS.
  • PS-4A applies to CO CEMS.
  • PS-6 applies to flow rate.
  • PS-11 applies to particulate matter CEMS.
  • PS-18 applies to gaseous HCl CEMS.

In addition to initial performance evaluation, CEMS used for compliance determination are subject to applicable QA/QC requirements under 40 CFR Part 60, Appendix F. EPA identifies Procedure 1 for gas CEMS and Procedure 2 for particulate matter CEMS, with Procedure 6 specifically covering gaseous HCl CEMS.

The selection of a suitable CODEL system therefore starts with the requirements applicable to the individual emission source.

CODEL Gas CEMS - GCEM 50E

The GCEM40 and GCEM 50E gas analysers can be configured to satisfy a number of USEPA Performance Specifications for continuous gas emissions monitoring.

Measurement USEPA Requirement
SO₂
40 CFR Part 60, Appendix B, PS-2
NOₓ
40 CFR Part 60, Appendix B, PS-2
O₂
40 CFR Part 60, Appendix B, PS-3
CO
40 CFR Part 60, Appendix B, PS-4A
HCl
40 CFR Part 60, Appendix B, PS-18

For gas CEMS, the applicable QA/QC requirements are also an important part of the overall compliance solution. Appendix F, Procedure 1 specifies QA requirements for gas CEMS used for compliance determination.

For HCl monitoring, PS-18 provides the applicable performance specification for gaseous HCl CEMS, while Appendix F, Procedure 6 provides the associated QA requirements. EPA identifies Procedure 6 specifically as the QA procedure applicable to PS-18.

The GCEM platform therefore provides a flexible basis for CEMS packages measuring multiple gaseous pollutants, subject to the requirements of the individual source and applicable regulatory subpart.

CODEL GCEM50E Extractive Gas Analyzer

The GCEM 50E provides a flexible, multi-channel gas analysis platform for CEMS applications where compliance with USEPA Performance Specifications is required. The system can be configured to satisfy 40 CFR Part 60, Appendix B requirements including PS-2 for SO₂ and NOₓ, PS-3 for O₂, PS-4A for CO and PS-18 for HCl, with the applicable gas CEMS QA/QC requirements addressed through Appendix F.

Its hot/wet extractive design is particularly suited to challenging flue-gas applications, providing a robust platform for building a complete, application-specific CEMS package.

CODEL Particulate Monitoring - DCEM2100

The DCEM 2100 is a particulate monitoring system that can satisfy the requirements of: 40 CFR Part 60, Appendix B, Performance Specification 11 (PS-11) – Particulate Matter.

PS-11 establishes specifications and test procedures for particulate matter continuous emission monitoring systems at stationary sources. EPA identifies Appendix F, Procedure 2 as the associated QA procedure for PM CEMS.

The DCEM 2100 should therefore be considered where the applicable regulation requires a PM CEMS meeting PS-11.

CODEL DCEM2100 Dust Analyzer

The DCEM 2100 provides continuous measurement of particulate concentration using a dual-pass transmissometer and can be configured to satisfy 40 CFR Part 60, Appendix B, Performance Specification 11 (PS-11) for particulate matter CEMS. Its dual-pass optical design provides measurement redundancy and dynamic misalignment monitoring, while integral zero, span and contamination checks support reliable continuous operation.

CODEL Particulate Monitoring - DCEM 6000

The DCEM 6000 is a particulate monitoring system that can satisfy: 40 CFR Part 60, Appendix B, Performance Specification 11 (PS-11).

PS-11 is the USEPA Performance Specification for particulate matter CEMS and is intended to evaluate the performance of continuous PM monitoring systems at stationary sources.

he DCEM 6000 uses a triboelectric measurement principle. PS-11 is technology-neutral, meaning that the Performance Specification does not prescribe a particular measurement technology. The suitability of the monitoring technology is instead demonstrated through the performance evaluation and applicable regulatory requirements.

Although triboelectric measurement is less commonly encountered in PM CEMS applications than some other measurement technologies, the measurement principle itself is not prohibited by PS-11.

CODEL DCEM6000 Particulate Monitor

The DCEM 6000 combines advanced triboelectric technology with continuous particulate measurement to provide a robust solution for USEPA-regulated PM monitoring applications. Configurable to satisfy 40 CFR Part 60, Appendix B, PS-11, the DCEM 6000 offers real-time particulate measurement, automated zero and span checks, and a direct concentration output—providing a reliable foundation for a complete PM CEMS package.

CODEL Flow Monitoring -VCEM 5100

The VCEM 5100 can satisfy: 40 CFR Part 60, Appendix B, Performance Specification 6 (PS-6) – Flow Rate.

Flow measurement is an important component of many complete CEMS installations, particularly where emissions are required to be reported as a mass emission rate rather than simply as a concentration.

EPA lists PS-6 as the Performance Specification covering flow rate measurement.

The VCEM 5100 can therefore form part of a complete emissions monitoring package where flow measurement is required by the applicable permit or regulatory subpart.

CODEL VCEM5100 Flow Monitor

The VCEM 5100 provides continuous, non-contact measurement of flue-gas velocity and can satisfy the requirements of 40 CFR Part 60, Appendix B, Performance Specification 6 (PS-6) for continuous emission rate monitoring systems. Its infrared cross-correlation technology provides accurate velocity measurement without moving components, making it well suited to hot and dirty flue-gas applications. With continuous measurement, low maintenance requirements and outputs in velocity and volumetric flow, the VCEM 5100 provides a robust foundation for integrating flow measurement into a complete, application-specific USEPA CEMS package.

Conclusion

CODEL provides a range of emissions monitoring technologies capable of satisfying specific USEPA Performance Specifications across gas, particulate and flow measurement applications.

From multi-component gas monitoring using the GCEM platform, through PS-11 particulate monitoring with the DCEM range, to flow measurement using the VCEM 5100, CODEL systems can be configured to form part of CEMS packages designed for USEPA-regulated applications.

The key to successful compliance is selecting the complete monitoring solution to match the requirements of the individual emission source.

Performance Specification compliance should therefore be considered as one part of the overall CEMS compliance process. The applicable permit and regulatory subparts of 40 CFR Parts 60 and 63 must always be reviewed to establish the specific monitoring, QA/QC, performance testing and reporting requirements for the installation.

CODEL can support the selection and configuration of the appropriate monitoring technology to meet these application-specific requirements.
